Jessica Self is the General Manager of Union Public Utility District, where she leads efforts to ensure sustainable water management, fiscal responsibility, and community resilience. A fifth-generation Calaveras County native, she holds a bachelor’s degree in biology and chemistry from Western Washington University and a master’s in biology from Georgia Southern University. Jessica’s career spans wildlife conservation, environmental consulting, and resource management, including rescuing sea turtles and serving as a biologist with the U.S. Forest Service. Since returning to Calaveras County in 2020, she has focused on addressing critical water issues, including leading UPUD's initiatives to provide financial assistance for low-income residents,lead projects to protect vital water infrastructure, and fostering watershed health. Her leadership is dedicated to ensuring safe, reliable water for current and future generations.
